In this chapter, we rejoin Logan and Jack on their trip to Emerald City, where they meet the Scarecrow. Ozma is taking a short break from the comic till Chapter 8.
The Scarecrow isn't the first adult Dorothy & Toto meet in Oz, but he is the first responsible adult, being the only one to object to a child and puppy making a long, dangerous journey all alone.
If you've been reading this comic from the the start, you'll notice that I've redrawn all of Toto's flashback scenes. I originally depicted Toto as a Boston terrier, which is how John R. Neill drew him in Road to Oz and Emerald City of Oz. I loved what a silly little guy he was in those books! (And naturally, Dorothy needs a Boston terrier on hand so that she can be in a Boston marriage with Ozma when she's older.)
However, I decided my original design for Toto was difficult to draw with any consistency, so I redesigned him into an unspecified breed of dog. Probably another type of terrier, or mostly terrier. I'll decide if it becomes important. He is usually depicted as a Cairn terrier, but I've seen him as many other kinds of terrier. He always seems to be a terrier of some sort, though.
